About Eligibility

The Eligibility Program processes Maryland Children's Health Program (MCHP) applications for Baltimore City residents. We process applications for approximately 3000 pregnant women and children each month.

Applications are processed by the Eligibility Program staff within 10 working days of receipt. Each applicant receives a decision notice by mail. For those who are eligible, the case information is electronically transferred to the State of Maryland and the Maryland Medical Care Program card is mailed to the recipient. A packet containing information and instructions for joining a managed care organization (MCO) is also mailed to the enrollee. The entire process from application to receipt of the card and MCO packet takes approximately 2-4 weeks.

If an applicant’s income is higher than the income limit for MCHP, the application will be forwarded to the Maryland Department of Health and Mental Hygiene to be processed for MCHP Premium.
